What I believe that did in Melbourne and possibly elsewhere is 2 steps if the case was of unknown source, that is the infected persons contacts and those contacts of the contacts and quarantine the lot of them 2 weeks at home or other arrangement regardless if others are found positive. The initial interview to start contact tracing should be done within 24 hour and tests should all come back within 48 hours. When Melbourne really got their act together they were doing about 80% of the interviews within 4 hours of a positve test. Countries where it's out of control don't even do step one and just say if the first group of contacts become symptomatic then get a test and if positive go into voluntary quarantine as is still the case in the most of the US. The numbers of people put into 2 weeks quarantine in Adelaide suggested the same approach after the hotel quarantine breach relatively recently.
