Quarantine or self isolation are interchangeable words so not sure what you mean. If you are in England a person from New York can fly to England , tell immigration they will be staying at your place for 14 days as the self isolation address, then they can catch a bus or taxi to your place and start their 14 days. You may continue going to work or doing whatever it is you do while following any local restrictions. This is England's version of quarantine or self isolation. The UK and US are in line, the Swiss cheese quarantine and isolation policy. I am in Queensland Australia, if you come from Victoria Australia to Queensland you will go into 14 days mandatory government supervised hotel quarantine largely at your cost $2,800 AUD for individual, you will be tested twice while you are in quarantine, if you refuse testing you need to stay another 10 days , not sure it will cost extra but I would expect so. I think at this point all states in Australia are about the same plus NZ which I think has identical quarantine procedures. Both Australia and New Zealand are not accepting people who are not permanent residents or citizens at the moment. Do you see any difference between us and UK and US?

We did see it in Northern Italy and New York. If a homeless person dies on the street in New York it isn't even a story, so the refrigerated trucks lined up outside hospitals and the mass grave shall have to do for you. With Italy doctors saying they were refusing treatment for many because the hospital couldn't cope another good indication. What is it you want to see? Those 2 places were like Wuhan hit quickly with no preparation, other places have prepared and put in restrictions to reduce spread at least enough the case loads don't become overwhelming. Still 1,000 people a day dying in the US like a smoldering fire instead of a blaze.

@jharris1397 Thanks for quarantine versus isolation terminology that is being used in your country. The example I gave of a person travelling to England from the US is the actual policy, but interchange Paris France with New York is probably a better example because it's only a drive away. The UK and US have what can be considered weak voluntary guidelines, because a £1,000 penalty even if you break the extremely relaxed procedures is nothing really. How many people are being fined anyway? I can tell you from Australian experience about 20% will break the rules until enforcement happens unless people in the UK are far more compliant. Between 8 June and 27 July just 10 fines issued, I found an article. I will give an example in my state a person threw a party breaking the rules at the time in April, they were issued with a $1,400 AUD fine. They thought they were smart so they did it again the next night. Police issued the with a summons to appear before court for a more serious penalty. They got 2 months gaol. The UK as US have no real intention of stopping the spread. If you are going to only do mitigation as in try to stop hospitals overflowing probably the continuous lockdown lite restrictions of Sweden is better and seems a bit more honest with the population. The restrictions in all states of Australia except Victoria are the same or less than Sweden's restrictions currently excluding travel restrictions. On Sweden the per capita death rate is just about to be overtaken by the US because Sweden seems to be having only about a death a day at the moment. The US population is a lot fatter though with an apparent adult obesity rate of 36% versus Sweden 20% so more deaths can be expected.

I think the presidential election in the US is probably decided already and depends on voter turn out and what is important for people. If covid 19 isn't a top priority for a voter all other issues come into play and the party split is probably around 50%. The other thing is if covid 19 is a priority is there any real reason to believe a change of president will change anything. The easy goes mitigation policy of both major parties won't change the course in any major way. The only thing the US has achieved in any mainland state is to reduce the rate of spread, not to stop the virus spreading regardless of which political party runs the state.
