It is and it isn't, it's about priorities, I would say outside of Victoria Australia if you go to any other small community of less than 50,000 you will not be able to get masks on any scale, however in Australia's case because we don't have any current ppe issues because no cases a stockpile could be sent along with any medical staff required within 24 hours. It's different if supplies and staff are low.

An interesting point was made about health orders, I am not sure if it applies to every Australian state but in my state the public health directions ( restrictions lockdown whatever you want to call them ) are issued by the Chief Health Officer of Queensland , I am certain the politicians or Premier could over rule this and needed to authorise the authority in the beginning hence the term issued by , but in Australia if a government over rules a public health officer and something serious happens , your shelf life as a politician with re election hopes could be counted in minutes if not seconds.
