Depends on the country, you may well be correct in countries where 0.2% of population already dead, in the countries with 10% of this number it's impossible to just say we are going to do nothing now and x thousands need to die. Most of the world is in the latter not the former and vaccination rates also tend to correlate with countries that have had high deaths.
