The Western Australian government just wants to show they are the toughest jurisdictions on the planet and have to outdo Queensland. Second lockdown on the planet with 0 known cases of community transmission but to outdo Queensland 5 days instead of 3 and a bit stricter. Queensland however , the only state I think has declared the areas under the Western Australia lockdown area as a hotspot which used to be a case of community transmission but now seems to be even a single quarantine breach without evidence if it has spread or not. To the comment above that Australia had a long lockdown this is incorrect, most places it was around 8 weeks, however Victoria had about 6 months of a less strict lockdown than say Western Australia and opened up more than elsewhere while cases spreading , this led to about 3 months of very strict lockdown and they successful in elimination. New South Wales had a few issues also so maybe a bit more lockdown than the remaining states in some areas but they had great contact tracing and it never got out of hand despite that state being arguably the worst for quarantine breaches caused by carelessness not the likely unavoidable kind like WA just had. If it turns out Western Australia does have cases of community transmission they will get on top of it quickly, a pre emptive lockdown just in case shows a high level of proactiveness .

@CarolReidCA Part of your comment is correct but most of it isn't. If China had known earlier they would have locked down Wuhan earlier so clearly they didn't know until January 22 when over the next day they did a complete lockdown including all flights to anywhere which remained in place until April 14 . The flights coming out of Wuhan were evacuation flights requested by other governments which for obvious reasons couldn't be denied. It's not either possible or the responsibility of China to do anything with those people once they are in another country. All the evidence I have seen indicates less than 1,000 cases ever got out of China prior to January 23 and more likely around 100. I have not heard of a single confirmed case going from any other Chinese city to outside China so even if it did occur the number would be minnescule. But the number is completely irrelevant if countries chose to do nothing other than watch the spread , like the US did and no enforced quarantine to this day. Biden talks about doing it but I don't think it has been done yet and if it's not in a hotel it can't work anyway, even with hotels breaches will occur occasionally. Partial lockdown as practiced by every US state is largely pointless because as you pointed out no travel restrictions. I take it one step further the US actually has a spreading mechanism built into policy because if you lock down one state or county with high infections people just go to the place with low infections that are not locked down. Australian hotel quarantine is almost exclusively for returning citizens so can't avoid that one.

@jamesflaherty9250 The US as a whole is now 7th worst country for deaths per capita from covid 19 in the world for a country of more than 1 million people and you are correct the UK is slightly worse , which until a month ago ran an identical policy to the US even down to keeping the US and UK borders completely open with voluntary quarantine. Not much has changed other than the UK will have hotel quarantine for some countries now and the US still 100% self isolation policy for overseas arrivals , however Biden says says people might get fines or something one day. A partial quarantine scheme full of holes of course can never be successful. If you are proud of being 7th worst at this point in time noting it's not over well I guess your standards are not the same as mine.

@stucumins8511 Read what I said 6 months of less strict lockdown in Victoria, one of 2 states with cases complaining about the rest of us closing our borders. The lockdown to end the lockdown in Victoria for 3 months in the end was stricter than all other lockdowns in Australia because the virus was out of control then at 500 cases per day. WA had intrastate travel restrictions enforced by police during it's first lockdown and Victoria an open border whinging about Queensland with it's border policy , the initial lockdowns are just not comparable. Victoria to it's credit did the best comeback outside of Wuhan, so far being the only jurisdiction in the world to have about 80 cases per million people per day and getting it to elimination.
