  1. Actually you will find extremely high levels of cooperation in the WHO regions which might surprise you. Unless it's a remarkable coincidence almost all countries followed the regional advice. I am in Australia that is the Western Pacific region of WHO, we believe in closed borders and 14 days mandatory enforced quarantine for entry usually in a hotel. We believe in elimination if possible. The region goes from China all the way to New Zealand , ASEAN countries are split between 2 regions and our worst performing country the Philippines would look like a stand out success in Western Europe with deaths per million about the same as Norway however Norway has quite a few advantages. In European WHO region the policy was open borders and 10 days voluntary quarantine, the same policy it would appear of PAHO Pan-American Health Organization which acts as the WHO regional office among other things and is headquartered in Washington DC so I think the US has substantial influence over it. So it's actually not about cooperation it's about decisions made by these regional offices which are made by the countries that they represent. Should the performance of some offices be questioned , I would say yes certainly however geopolitics gets in the way, as an example my country Australia and China I think can't acknowledge actually we working together quite well as a region. Behind the scenes I suspect our scientist and doctors cooperate fully in an international sense.
