I would actually argue the opposite, it's remarkable how similar the responses have been according to WHO region, all the Western Pacific WHO region countries had 14 days mandatory enforced usually hotel quarantine. All of European WHO region and PAHO Pan-American Health Organization region countries had 10 days voluntary quarantine or in other words no quarantine. Deaths in Western Pacific region less than 10% of the open border regions. Obviously there's more to it but internal policies matched that of border policies. The divergence in the Western Pacific WHO region is very recent actually with Australia trying to open fully like Singapore did but then put restrictions back on and China, Japan (Japan shut to foreigner) WA and NZ all staying largely shut. The question is can Australia not falter with reopening especially in a state like QLD when some deaths start occurring.
