  1. It's not intelligence level's , it's culture. A gang banger and an accountant might on average have the same intellectual ability. Which one is more likely to succeed even if you weight the intelligence in the opposite direction to common thinking? Looks help in certain roles but not all. Einstein was no oil painting.

  2. Reduce police and budget numbers in a considered way with no forced redundancies after the results are in. Better training of police etc. costs more money not less. Community policing is much more expensive of course because it means police walking the beat and talking to people not just attending calls which means you need more of them but I do believe it works.

  3. Maybe you are correct about origins of the word but anarchy means no law and order in the current meaning. That is what 90% would define it as or something similar.

Yes Biden has but so what , this is a political campaign and just as Trump doesn't speak directly against some supporters who are racist Biden hasn't directly spoken against the "Looney left with police defunding" . Watching politics in your country at the moment is very interesting. Such things can and do happen everywhere but it seems a bit extreme in the US at the moment compared to other high income Western democracies.
