So this governor wants vaccine free entry for all foreigner. Not going to happen. If you do it for one small group which is 10% of Canadian truckers everyone else will demand the same. One day the mandate for vaccinated foreigner will be lifted but it's likely not for some time. Interestingly nobody has talked about letting in unvaccinated Mexicans who are subject to the exact same entry requirements.
