Proves nothing because the decision could still be made elsewhere. Just because someone thinks, in this case John Bolton, that a decision was made in his presence doesn't make it so, the appearance of a decision being made doesn't take an oscar winning performance. So not questioning Bolton's integrity , only that what he thought he saw may not have been what he actually saw. This is normal in politics, it's called preparation and is to cause an effect or let people believe a certain thing. I am not saying the allegation is true or false and don't know and haven't seen the fox reporter on the original allegation.
