To be blunt a lot of them die off in lockdown it would seem according to duration and a large number of the covid 19 patients have such conditions , that's why they need intensive care. For any non urgent matters hospitals like nursing homes are perfect environment to spread the virus and it's better to delay all but the most urgent issues. Australia we had 1200 excess deaths for the first 6 months of 2020 and they show a graph which shows the spike during lockdown and they give the highest contributing factors which was heart disease and diabetes. The US CDC did the numbers from January 26 to October 3 and there was 300,000 excess deaths to normal and 200,000 of them were covid 19 related so 100,000 from their model of ongoing lockdown lite at the time. More Australian actually died from the initial lockdown than the virus however the total for 2020 was 140,471 versus 140,363 for the 5 year average actually indicating a slightly higher life expectancy because the population is larger. Respiratory deaths were way below average, because flu wasn't around and so few died from covid 19. At years end it seems heart disease wasn't an issue at all coming in below average but diabetes was much higher. Maybe the disruption caused diabetics to care less about diet etc.

Exactly my thoughts. In reality it's an order to do the best they can, one can't be held responsible for not getting something done if it's impossible.
