  1. Those issues are unrelated. A large amount of homelessness in any wealthy country is people with mental health and or addiction problems. So offering free healthcare would help to some extent in the US. Free healthcare however needs to be run properly and cost effectively. The Republicans and Democrats are against this idea for now and in that context $40 Billion doesn't go very far.
