  1. @JB-lp9xr  While you are correct the rural population actually receives cash mostly in the form of agricultural subsidies not services. Under Trump previously those subsidies were increased and that's likely to occur again when Trump launches his trade war against the entire world. Not sure if he will do that but I do think he wants to.
