  1. The Chinese tariffs are cleverly designed not to affect the Chinese people. They might be a dictatorship but they also believe in freetrade more so than the US does under Trump. There's also the non tariff measures they will quietly take. Because of the way the Chinese system works they can just encourage importers to source agricultural goods in particular from other countries. China has free trade agreements with ASEAN, South Korea , Australia, New Zealand and a few Latin American countries and Pakistan. The Trucks and machinery tariffs against the US do no harm to China in almost all cases similar high quality products can be purchased from Japan and i would bet that China has kept any specialised equipment than can only be purchased in the US off the list.
