Two thirds of the voting population either support this or are ok with this even if every Democrat that voted isn't ok with it. Is he qualified is basically a question whether or not he is literate. He has a Master of Public Policy degree so he is overqualified for the job. All he needs to do in the job is be capable of reading reports given to him and the advice contained within.
