  1. That's not the issue. Only in the US do they have these time wasting activities and it achieves nothing. The US has the lowest life expectancy of a high income country. Clearly your observation of what the problem is is incorrect. Choosing ministers from the pool of elected representatives is the standard way it works outside of the US and it seems to work better than one person the president choosing who ever they want.
