  1. That's madness. It's like the US stays 10 steps behind where they should be at all times. If 1% of the current effort was done in January and February and interstate border restrictions were imposed your country would look similar to Australia or the states of Alaska and Hawaii who are geographically isolated. No idea where you go from here now.

  2. Without state border restrictions it'll just keep on going. Look at Australian states a similar federal system regarding this issue and now every state has border restrictions. Look at Alaska and Hawaii, their geographic isolation has helped a lot it would seem. It is a bipartisan policy in the US to not have any serious border restrictions. So until it infects everyone or a vaccine comes or border restrictions are put in place (extremely unlikely) things will continue along pretty much as they are. The good thing is treatment seems to be much better than in the beginning.
