  1. Technically it does, keep telling people they are pretty much on their own and have lockdowns when hospitals overflow, reopen fully when hospital capacity comes back wait for hospitals to fill again, keep repeating cycle until vaccines hopefully do the job.

  2. I thought they were waiting for the microchips in the vaccine and everyone turns into cyborgs that can be controlled if they refuse to obey. Maybe you know more informed people than me. China has it's version, why do you think the military gets the vaccine first.

Others don't like paying for it and might be refused care for other issues because hospitals can't cope and or catch the virus causing their death while vulnerable going into an infectious hospital. This is not being reported widely in the US but as nursing home deaths increase so they do from being infected in other institutions like hospitals.
