The scientists and doctors can't make predictions either , only models which have a large range of potential outcomes based on unknown assumptions, such as how would they know what percentage of people are unvaccinated even in a place requiring a piece of paper saying vaccinated which anyone with a printer can forge. Human behaviour is impossible to predict but we can say one thing because 100% correlation when local hospitals overflow then people more willing to get vaccinated and take precautions.

  2. You miss the point it wasn't working, fact is there was no other way to increase vaccination rates, just asking more would achieve nothing or take way too long.
