What does "west" have to do with anything? Are UAE and Japan for example "West"? It's about rich maybe I would suggest. The other thing is when your country has had 5 times the death rate it's hard to justify urgency for others. By the way totally agree that countries shouldn't worry about third shot at least until next year sometime, in the end it's probably going to be an annual shot I expect for some time to come for those who want it.
