Peter D gives a good explanation, the Oxford Astrazeneca vaccine is being produced in many countries worldwide, basically Astrazeneca gets nothing other than a nominal amount for anything that they produce for the duration of the pandemic. Any reputable vaccine producer can access the recipe and sign an agreement to produce it as long as at cost. At cost will have some sort of formula of what it actually costs so something like ingredients, wages, capital costs, and interest. The cost of different manufacturers will be different so it shouldn't be expected that they all cost the same. The EU agreements are those manufacturers that they signed with. They can't demand the product from India or Australia or China because nothing to do with them even though it's the same product.

The Astrazeneca vaccine is produced in many countries, you can add Australia, China and US to the list and there are more than just those countries.

The Philippines will receive some Chinese vaccines paid by China. Not sure what will happen but Australia is likely to provide some help to ASEAN countries, however we haven't approved any vaccines for use yet , so I don't think we would want to be involved in giving out any vaccines that we don't approve of use for Australian. The Philippines and Indonesia being the most affected major ASEAN countries will probably be better off than Europe and US and still much lower case numbers but yes rising. It certainly helps to be near countries that are virus free or near virus free I would suggest. One thing that has been indirectly said is about helping trade etc. in the region, so I think getting Philippino ship crews vaccinated will be fairly high on the list.

The Oxford Astrazeneca vaccine is being produced in many countries on the basis you suggest. It's manufactured in Australia, China and US also and other countries. If as it's been suggested ingredients is the issue then maybe all vaccines of any type are being produced more slowly than the optimistic projections early on.
