  1. Please look at the WHO Western Pacific region countries where mandatory enforced 14 days hotel quarantine mostly or other enforced 14 days quarantine. It seems it was a regional approach and the European region WHO office and the Pan American Health Organization region, both seem to have open border policies with voluntary quarantine. There is a 100% correlation with outcomes for the regional approach, the 40 worst affected countries in deaths per million population come from these WHO regions, South Africa is a bit over 40 I think. Obviously the regional WHO offices would be run by the members so can't blame the WHO as a whole it's countries in your region that made the decisions. My opinion is if people are serious the the West Pacific WHO should take the lead in the future , however European and American countries probably don't want that, so here we are and likely to reoccur with same geographical areas of failure at some point in time.

  2. Throw in pretty much the rest of Europe, they're all open border voluntary quarantine countries like the US and UK. The South African and Brazilian strains are probably spreading through most of the open border countries, good luck to all of you because if the vaccines fail on any one of these to a high degree you might be back at day 1 with not all that many cases of the strain but wait 6 months.
