  1. You are way off, Europe doesn't hold any Rubles so the price setting of how many rubles to the Euro or USD will be done by Russia. They can for arguments sake just say 5 Euros will but you only 1 ruble. They are not likely to go that extreme but they certainly won't be selling Rubles at a free market rate.
