You don't know how disappointed millions of us are now, we all thought we would get better wifi and internet after the vaccine as required for tracking us but internet connections are still the same.

You are considering it from the wrong angle. I am guessing most likely it's a phobia and she isn't a conspiracy theorist. Ask her and find out , just ask are the risks of getting very sick or dying greater from the vaccine or the virus? If she can answer that correctly it's a phobia, she has an irrational fear like most of us do about something. She might have witnessed someone suffering an anaphylactic shock and the thought of a needle in her arm makes her fear that will happen to her. Encourage her , maybe even go with her to be vaccinated so she is less scared if she's open to that.
