  1. I think building military bases in the South China Sea after explicitly saying they wouldn't counts as an aggressive action and certainly lifting a finger. China often claims territory is theirs based on hundreds even 1000 years ago because imperial China had lots of colonies at one point or another. I would certainly be concerned if I am Myanmar, Thailand, Vietnam and Philippines which the same notions regarding parts of their countries apply to. Chinese colonialism in Tibet, Xinjiang and inner Mongolia is somehow noble but Western colonialism which actually no longer exists is bad even though it doesn't exist anymore.
