Everything is radioactive to a point, so yes there are standards. In theory it seems ok if it's diluted enough but not an ideal situation. I don't have opinion either way without knowing more whether this is concerning or not.

@gonlenny4936 Well according to reports the water will be treated removing all radioactive waste except Tritium which is very heavy hydrogen and can actually be purchased by anyone in small vials that are phosphor coated and glow. If the water is of this standard then they will be dumping a product that anyone can actually buy, so can't be that harmful.

@wendy9232 it seems it's a recent announcement and have to wait reaction of other countries and sure scientists will discuss the matter. If you think of ocean currents it will disperse around the entire planet over time so if it is bad I am sure many countries will object. The other issue is can those tanks where it's currently stored withstand a major earthquake, if they can't I would much prefer a slow release than after the next major earthquake it all gets dumped at once. We shall wait and see.
