  1. Not waved entirely but maybe price fixed so they get $1 profit or something regardless who produces it. Still need incentive for vaccines to be developed.

  2. Truth is everyone wants Pfizer or Moderna. Astrazeneca can be made anywhere for a low cost under the licence agreement and is produced in 30 countries. In Australia we produce it but there is no plan to continue after the current contract runs out the last I heard.
