  3. WHO has regional offices, PAHO Pan-American Health Organization decided open borders and no enforced quarantine, unfortunately that was a bad policy. Compare to Western Pacific region with less than 10% of the deaths on a per capita basis. Blame your own region , not the world, no other region force this relaxed policy on the Americas, it was a home grown decision.
