So there's a Qanon Sharman in Brazilian colours by the look of it. Brazil plus US is less than 10% of the world population but have over 25% of the world's covid 19 deaths. The Americas now starting to make Europe seem not to bad because in most European countries people are at least getting vaccinated, in the US and most likely Brazil they've lost the plot and want to fight a virus head on with massive rallies of unvaccinated people.

To your point do I believe North Korea , well not really however there's no reason that they would have cases if they have kept the Delta variant out, many countries could do that but not with Delta, the states of New South Wales and Victoria in Australia being examples of that. The deaths per Capita in the Western Pacific region of WHO are less than 10% of the PAHO Pan-American Health Organization region or Americas, the policies were completely different with open borders and no quarantine in the Americas and 14 days mandatory enforced usually hotel quarantine for arrivals in all Western Pacific WHO region countries. The results speak for themselves and the Western Pacific WHO region is from China down to New Zealand so actually a diverse group of countries with differing wealth levels, differing cultures and differing political systems. It's true that the Presidents you mention are not entirely to blame but it's also true regardless of who else is responsible those presidents are partially responsible. There's a reason I mentioned regions in the first comment and yes it's about regional policy.
