  3. I find it amusing how arguments of why a response failed always say that the particular country is special somehow which makes things more difficult than for the successful countries. Maybe just maybe their policies failed, that's a simpler explanation. European WHO region which Russia is a part of had an open borders policy and guess what almost all of them failed. The Western Pacific region of WHO has restricted border policies with 14 days mandatory enforced usually hotel quarantine and the best performing region leaving Europe and PAHO Pan-American Health Organization regions for dead.
