Well it's believed that approximately 13% of people in high positions in the corporate world are psychopaths, it would be the same in high levels of government so at least a 1 in 8 chance a head of government is a psychopath. I don't know whether the ones you mentioned are or not but they caused more damage than if they weren't there and health professionals ran the show.
