  1. According to the world bank you spend 1.3% of GDP on defence and Germany is the same (2019). So stop freeloading, Australia is 1.9% as is France so almost at the 2% level.

  2. The thing is the US can't sort itself out internally. Things will likely continue on as normal but a change will be less use of sanctions which never work. Dictatorships don't care that much about sanctions because it ensures they stay in power because they can blame the foreigners , only the poor suffer.
