While you might be correct about China's internal behaviour they had no control or even influence over European WHO region and PAHO Pan-American Health Organization region, those 2 offices of the WHO that agreed upon open borders , no quarantine etc. are the superspreaders. The numbers don't lie. In the Western Pacific region of WHO the death toll on a per capita basis is only 10% or so of those other regions and no variants of concern emerged here.
