  1. It's irrelevant, all systems of government have failed and successful with Covid 19, it has come down to regional policies first and then policies by countries within them. If you are in European WHO region or PAHO Pan-American Health Organization your country has probably failed, if you are in Western Pacific WHO region your country in the worst case has about 10% of the deaths on a per capita basis compared to the US at this point in time.

  2. It's sort of irrelevant, the European region of WHO decided on open borders without enforced quarantine. that has failed everywhere just like PAHO Pan-American Health Organization decided the same.
