  2. Leadership combined with success shows you can win but winning doesn't mean no complaints, no single decision by governments has 100% support. Consider the level of support in Australia for the containment/elimination policy, it's apparently at over 70% and pretty sure NZ , Vietnam and mainland China at same or higher levels.
