Yes it's his tactic, "some people think, there are questions that need answers, he/she is a highly qualified and good person etc." He does it every single time so he can later say I didn't claim that. It shows that he doesn't believe a word of many things he says because otherwise he would make claims in his own name.

It's about numbers. Trump believes he will lose less voters than he gains by doing this. He might be correct. So the question is how many Republican voters does he lose versus getting the entire white racist voting block. If he loses 2% and gains 4% then it's to his advantage. It doesn't mean the other voters are racist but they vote for him for other reasons.
