Probably because of negative feedback and also people actually realising it's and I hate to say it , even certain Trump supporters believing it because in mostly rural states where controlling spread is easier they just waited and in some cases took actions to ensure the virus spreads. Hawaii and Alaska should have no cases because they are detached from the mainland and compulsory quarantine they would have no cases because small easy jurisdictions to manage. But freedom to travel without restrictions and the freedom to infect was really a bipartisan national mantra. Best of luck Americans look after yourself personally because no government is coming to your rescue any time soon.
