  1. The extra cost will be almost nothing, the fixed cost of whatever the US navy is doing doesn't change, they might need to send 1 ship with particular capabilities and remote controlled high depth submarines which shouldn't be that expensive.

  2. Money doesn't fix everything, the US spends more on government funded healthcare than Australia but it's not universal. Throwing yet more money at it will change nothing, the US has the lowest Life expectancy for a wealthy nation. So most money spent including privately and lowest outcome. The US has spent more on Covid 19 response than any other wealthy nation yet has the highest per Capita deaths of any wealthy nation. Throwing money around doesn't increase outcomes at all, first fix the underlying problems which will actually reduce overall spending on healthcare as an example.
