  1. You have the most expensive criminal justice system on the planet and police forces in your country have not been defunded even if some were calling for it. Locking up 1% of your entire adult population isn't cheap and isn't working, you have a homicide rate 5 times that of the average wealthy country. You need to fix the underlying causes which would end up defunding the criminal justice system because you wouldn't have so many people in prison.
