  1. He didn't answer a direct question whether the actions (other than it went too far) were against the rules and talked about humanity. I am suspicious the training is lax. It has been suggested there are systemic problems of police brutality in this jurisdiction the Chief is ultimately responsible if this is the case, he's running the show. Lack of resources might be an issue and that would fall on the police chief and the mayor.
