  1. Arms was a fair weather weapon (if it's raining the powder gets wet) called a musket. A musket might be able to be reloaded every 20 seconds or so by a skilled marksman in good weather and probably had reasonable accuracy up to 20 yards or something with it's low velocity ball of lead. Maybe the founders didn't envisage semi automatic weapons that are highly accurate to 300 yards with high velocity bullets and only need to reload every 30 shots.

  2. As was stated it's already "infringed" last time was by Reagan banning automatic weapons.
