It depends on the contract and monitoring of the contract, private enterprise will produce better and cheaper outcomes, however if the parameters in the contract are wrong then it can end up with really bad outcomes. If it's purely focussed on cost what the government might have done with intent is outsourcing failure so they can pretend they aren't to blame. The government wrote the contract and if it has been followed to the specifications the government is to blame, if it hasn't been followed to specifications and this has been ignored by the government and or no reporting required the government is still to blame. Only if the company broke the contract and deceptively covered up their non adherence to the contract is the government not to blame. We shall see what the case is eventually, Governor Abbott is clearly putting all the blame on the company now but my suspicion is it's the government's fault as it usually is. Governments of all persuasions in capitalist societies have the same failures.
