@UserUser-ww2nj What you say about border closures is not a maybe , currently your country actually encourages spread by locking down counties or states or cities and then allows the highly infected to just cross whichever border to continue the spread. It's absolute madness but total bipartisan policy. With Australia's experience the 2 larger states wanted to do the same however over time they changed their position to the rest of us and any state with an outbreak will have people in those local areas of possible infection not able to travel to any other state without quarantine or an exemption like medical care not available locally as an example. The soft lockdowns in the US hurt the local area economically and spread the virus to other areas. The 3 jurisdiction that could do it fairly easily is Puerto Rico and Hawaii and Alaska because no daily interstate travel and not physically connected. It would also help their economies because vaccinated people (assuming vaccines as good as they say) and others willing to quarantine for 14 days would like to holiday or stay for a while in a covid free zone I would suggest.

@UserUser-ww2nj Americans have a perception they are free but actually they are far more authoritarian than Australia and UK, look at the number and how they treat prisoners. Ironically they have more than double the number of health offenders on a per capita basis in prison when compared to Australia, drugs is a health crime that doesn't directly hurt anyone else . You look at a US police force and they are like Northern Ireland was many years ago and they are paramilitary forces when required. Also the social services in the UK and Australia are better and it's not about the amount of money spent because we all have government spending at about 35% of GDP however this will blow out everywhere for the last calendar year but moreso in countries with a failed response to covid 19. The US does spend more on the military though but not enough to explain the bad social services.
