Government should be run like a business not as seems to be the case in the US more than in other wealthy nations , government run on behalf of business interests which is the complete opposite of running it like a business. A business hates to be overcharged by other businesses, some governments don't care if they are constantly overcharged for services.

From my understanding you have 4 police forces, the US literally has thousands, probably the only country in the world where local governments control and largely fund police and it just doesn't work. Of course needs some sort of national register which again probably exists in every other country in the world.

The US is a strange beast, the most violent by far wealthy country in the world based on homicides and a call for less police. Overwhelming force as in numbers without the militarisation of police is what's needed. Chicago has a clearance rate on homicides of about 50% or at least that's what it was. So a professional killer as in a hit man would probably never get caught , the police appear too busy or something. One thing I think is a big issue is many police forces in the US are too small to be viable and the elected Sheriff situation, an elected Sheriff would find it hard to prosecute his or her donors. Anyway I have rambled a bit , if you are American best of luck, hopefully one day things will be sorted out.
