Why not ask the police involved in the other 44 cases of people becoming unconscious due to choking over a 5 year period in that police department, maybe they can answer because they did the same thing. The police chief was totally aware of this and Clearly approved of it because no policy changes. I don't trust that police chief for a millisecond. This is a case of closing ranks and throwing one individual under the bus, a true scapegoat.
