These Jim Crow laws restrict where residents can legally carry and make the application processes to obtain a carry license more burdensome. Under the new Maryland juvenile laws, no child under the age of 10 can be charged with a juvenile offense. Children under 13 can only be charged with offenses that would constitute a "crime of violence" under Maryland statutes.
