@tjmarx Tbh I got an idea on how to win a Guerilla War in which you have military units doing search and destroy missions and have the military, government, and civic action workers work on making the infrastructure and whatever the people need in the said area and with the necessary security to keep construction projects safe from 24/7 enemy destruction.
