  2. Six new, large Arctic Patrol ships to go with it. Five are in the water, already. They are not heavily armed but they are capable of moving substantial numbers of troops about, which will be far more relevant.

  5. Russia is so spent right now that a move into the NATO Arctic (and it is all NATO except for Russia) will be suicidal for the whole regime. Don't lose any more sleep over this for several decades, anyway.

  6. "Insane' is the operative word. Russia is weak, broke, thin on human capital and they will neverr be able to rebuild the legacy Soviet military that they mostly inherited. "Insane" isn't half of it.
