  3. It's possible that they calculated it would be more intact if shot down over water than over the land. The balloon itself would act as a drogue and it would have a "relatively" softer landing into the sea and therefore more of it would be recoverable for analysis. If it dropped onto the land, it would very likely be in itty-bitty pieces. You can bet your boots that the US Navy will be working around the clock to recover every piece of this "aircraft" to find out what it's really all about. (How about a potential delivery method for biological or chemical agents?)
