  4.  @jeroylenkins1745  We've done that before (Vietnam) and it is perfectly reasonable to do so. What doesn't work is turning people back because their paperwork is incomplete. Take them all for gawd sake and sort them out after they reach safety. You'd think? "Sorry. No boarding without your Service Canada number clearly visible."
